School boards must operate within the framework of the U.S. and Maine Constitutions and a wide range of federal and state statutes and regulations that provide specific requirements regarding the operation of schools and protections for students, parents, and employees.

 

The duties of school boards are primarily set forth in Maine Statutes, Title 20-A, and Maine Department of Education administrative rules.  The administrative rules have the effect of law and provide direction to boards as they implement the legal requirements of Title 20-A. Board responsibilities have evolved as legislation has been enacted over the years.
